Dear Prime Minister
It has been an honour and a privilege to have served as your Minister/Deputy Minister.
However, sometimes things do not work out as envisaged and we have to move on in our lives.
Therefore I hereby submit my letter of resignation with immediate effect and hope that you will be able to carry out the various programmes for the benefit of our beloved country, Malaysia.
I leave with sadness but believe this is in the best interest of all concerned.

Every person in the Cabinet should submit such a undated, signed letter to the PM who can advise the person when the letter has been dated in the event that a person has to leave for whatever reason.
When the PM leaves, all ministers and deputy ministers should also submit such a letter so the the new leader can start with his own team.
We should not have the situation where a minister seems to determine the date of his own leaving when he has to quit.
It really shows a lack of decisive leadership.
