Another story of possible corruption in the NST.

To me it is a simple case of a lack of proper administration and controls.
Firstly do not authorise any officers to collect payments.
All loans should be paid into the Ministry's bank account with the borrower's id and project details and payment can be made at a few designated banks.

Officers can only chase for payments and take loan recovery actions but no collections.

If all loans are repaid only through banks, you could probably reduce some staff to offset bank charges.
Now do you think I can charge the government for my idea?
