Is Harvard the Correct Solution?
So the government wants to get another study group to improve the delivery systems and this time Harvard experts have been proposed.
I have nothing against the brainy people from Harvard. The more important question is whether the government has the stomach to implement the many findings it already has in the storage files; not the least of which is the latest report on the IPCMC that has been rejected outright by the police in open defiance of the government.
We have spent so much money, time and resources on the commission and even sold the report to an unsuspecting public and now we are twiddling thumbs on how to improve the discipline of the police force.
Before we engage those Harvard consultants, here is one department I suggest can make quantum leaps in its delivery service and the advice given is free.
This is the land department in Johor. They have just increased quit rent by about 38% for my house with reason that quit rent has not been increased for 10 years. That’s good enough reason for them.
Apart from large advertising billboards, no notice of quit rent is sent directly to landowners and you have to go to the land office to pay and you have to pay in cash.
This prehistoric system has been used for umpteen years and when I went there one morning last week, I had a 58-long queue with 4 payment counters. It took 35 minutes before my turn came.
Before that I had to get the new rate from the inquiry counter. At first the clerk told me it was not necessary but I spoke to another landowner and he showed me she had written his new rates.
They should learn a few things from Telekom Malaysia who are now most customer friendly and I consider them the most improved company of the GLCs.
With so much touting of IT, it should be a simple process to print the new rates and send to all landowners who should be given the option to pay the rent into bank account of the land office or via third party collection centers.
Is Harvard really necessary? Why can’t civil servants make use of QCCs as such programs are taught regularly by the NPC?
